The Ford Foundation’s Bridges to Opportunity initiative aimed to bring about changes in state policy and community college governance and practice that would promote educational opportunities for low-income adults. CCRC assisted the Ford Foundation in evaluating the initiative’s activities and impacts in Colorado, Kentucky, Louisiana, New Mexico, Ohio, and Washington. CCRC investigated policies and legislation enacted as a result of Bridges to Opportunity to examine the sustainability of the initiative’s achievements. In collaboration with the initiative’s partners, CCRC developed a guide for promoting state policies that can increase the number of low-income adults with postsecondary credentials in high-demand career fields.
